INTRODUCTION TO GGGIThe Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities.
CONTEXTThe Ministry of the Environment and Natural Resources (MMARN) of the Dominican Republic, in coordination with the Global Green Growth Institute (GGGI), and with the support of the United Nations Environment Programme (UNEP) and the Global Environment Facility (GEF), is implementing the project “Strengthening the Dominican Republic’s Capacity to Generate Climate Information and Knowledge within the Framework of the Paris Agreement,” as part of the global Capacity-Building Initiative for Transparency (CBIT), with funding from the Global Environment Facility (GEF).
This initiative corresponds to the second phase of CBIT support in the country (CBIT 2), with a duration of 36 months, and aims to consolidate and expand national capacities for the generation, management, and reporting of climate information by developing a fully operational National Transparency System, expanding modules on risk/vulnerability and climate finance, and integrating them into national planning and reporting processes. This will ensure sustainability, compliance with MRT requirements, and long-term capacity for climate transparency.
In this context, the project seeks to strengthen the Dominican Republic’s technical and institutional capacity to produce high-quality climate information, improve inter-institutional coordination, and promote knowledge generation that contributes to the fulfillment of national commitments on climate change and to evidence-based decision-making.
The Ministry of Environment and Natural Resources (MMARN) is the lead agency for environmental and natural resource management and climate issues in the Dominican Republic. In exercising the powers conferred by national legislation, it leads to the formulation, coordination, and implementation of public policies aimed at protecting the environment, conserving natural resources, and promoting sustainable development.
With regard to climate change, the Ministry plays a strategic role in coordinating national efforts to strengthen resilience and promote low-greenhouse-gas-emission development, in line with national priorities and the commitments undertaken by the country under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. It also promotes the strengthening of institutional and technical capacities to improve the generation, management, and reporting of climate information, thereby contributing to transparency, evidence-based decision-making, and the Dominican Republic’s compliance with its international obligations.
GGGI's support will focus on the development of a fully operational National Transparency System, expand modules for risk/vulnerability and climate finance, and integrate these into national planning and reporting processes. This will ensure sustainability, compliance with ETF requirements, and long-term capacity for climate transparency. This work focuses on improving data collection, addressing sectoral gaps, and enhancing the climate data management cycle, from planning and collection to analysis and dissemination, producing high-quality information for international reporting and national decision-making.
POSITION SUMMARYThe Climate Action Senior Officer will work full time and in person within the premises of the headquarters of the Ministry of Environment and Natural Resources (MMARN) and will report to the GGGI Dominican Republic Program Manager. In addition, the Senior Climate Action Officer will ensure close technical coordination and regular reporting to the Directorate of Climate Change Adaptation and Mitigation within the MMARN’s Vice Ministry of Climate Change and Sustainability, within the framework of the projects’ governance structure, regarding the technical implementation of climate action activities in accordance with the agreed-upon work plans and project documents; the technical quality of milestones, outputs, and deliverables; and the outcomes of relevant project governance meetings.
The Senior Officer will manage the technical aspects of GGGI's climate action work of CBIT 2 in the country, coordinate individual and external consultants, project’s staff personnel, and support implementation through technical guidance and capacity-building activities. Beyond the climate transparency agenda, the Senior Officer provide technical analysis and implementation inputs to the Dominican Republic’s MMARN and GGGI's broader climate action, adaptation, mitigation, and green growth portfolio in the country and the wider region.
